The Ministry of Culture of Ukraine announces the launch of the information and communication system «Registry of Applications and Recipients of State Support in the Cultural Sector». This significant step is part of the strategy for digitalization, ensuring maximum transparency, and increasing the effectiveness of public funding distribution in culture.
«We are working to create an effective, understandable, and transparent distribution process for society. Every citizen will be able to see which projects or cultural figures are receiving state funding and support for artistic activities. The introduction of the Registry is an important step in strengthening the interaction between the state and the cultural community,» said Deputy Prime Minister for Humanitarian Policy and Minister of Culture of Ukraine, Tetiana Berezhna.
The Registry is being established as a single digital space that will accumulate complete information about submitted applications for state support in the fields of culture, arts, and media; the results of expert evaluations and decisions made; and the final recipients of financial, organizational, and other state support, as well as reports on the use of the provided support.
The implementation of the system is carried out in accordance with the resolution of the Cabinet of Ministers of Ukraine dated November 1, 2024, No. 1252 «On the Implementation of the Experimental Project for the Introduction of the Registry of Applications and Recipients of State Support in the Cultural Sector,» which defined the basic principles of the information and communication system's operation and provided the regulatory framework for its creation.
The State Agency of Ukraine for Arts and Art Education has joined the implementation of the registry.
Functional administration, application review, and competition organization are provided by the State Arts Agency, as well as the State Committee for Television and Radio Broadcasting in collaboration with the relevant departments of the Ministry of Culture.
The registry software has been developed with the support of the Ministry of Digital Transformation of Ukraine and the international charitable organization «East Europe Foundation» in the interests of the Ministry of Culture.
The work was carried out within the framework of the international technical assistance program «Innovative Laboratory for Supporting the Ukraine-EU Association (InnoLabEU)», implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with financial support from the government of the Federal Republic of Germany through the Federal Ministry for Economic Cooperation and Development (BMZ) and deployed on the «Dii.Engine» platform.
The pilot operation is a necessary step for final system adjustments. During this period, testing of the registry's functionality, integration with other state registries, and feedback collection from the first users - representatives of cultural institutions and expert councils - will be conducted.
The Ministry of Culture invites all stakeholders to actively participate in using the registry.
