The Ministry of Digital Transformation, in collaboration with the mobile operator "Kyivstar," is set to develop a Ukrainian language model based on Google’s Gemma 3. This was announced by Mykhailo Fedorov.

Fedorov emphasizes that the aim is to position Ukraine among the top three leaders globally in artificial intelligence development and implementation by 2030. Establishing a native Ukrainian model is a crucial step towards this goal.

The choice of Gemma from Google as the foundation for the Ukrainian model is justified by several factors:

• optimal balance between performance and resource usage;
• it already supports the Ukrainian language;
• capable of processing both text and images;
• has become the basis for the best Ukrainian-language models.

The Ukrainian LLM will serve as the cornerstone for strategic AI development in Ukraine, as the quality and security of our government services rely on the effectiveness of the LLM. The next step is to train Gemma using Ukrainian texts and evaluate the model through benchmarks.
