New Initiative for Reliable Internet Access in Ukraine

The Ministry of Digital Transformation introduces new regulations for booking workers to ensure reliable internet access in Ukraine.

Operators and providers are now allowed to book construction team workers involved in laying resilient internet networks based on xPON technology. This will keep Ukrainians connected and ensure critical businesses operate smoothly. Reliable internet access is essential in frontline and border areas that face constant shelling and long power outages.

Following discussions with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed amendments to resolution No. 76, which were accepted by the Government today.

To book construction team workers, a company must:

– be listed by the Ministry of Digital Transformation as a critical enterprise building xPON networks;

– have construction plans for xPON networks for at least the coming year.

Mobile operators will also be able to book teams working on energy-resilient networks on highways and national roads.

The booking of construction teams will be conducted through the Diia platform, similar to emergency recovery bookings. The Ministry will compile a list of these enterprises and is currently working on the conditions for their inclusion. If construction plans are not fulfilled, providers or operators will be removed from the list, and worker bookings will be canceled.

Why is booking specialists necessary:

– government institutions and enterprises crucial for the economy and defense will operate without delays;

– an additional 1 million households will gain stable internet, allowing them to access government services, call emergency services, and stay connected with loved ones;

– conditions for remote learning for students will improve.

Building resilient telecom networks is not just about convenience; it's also about national security. The enemy seeks to sever our communications, so the state is doing everything possible to maintain stable connections. Developing energy-independent networks is one of the key points in the strategy for developing electronic communications by 2030.
