Digital Assistant for the Minister: New Opportunities for Ukrainians

A unique digital assistant for Minister Fedorov opens new avenues for citizen interaction through Telegram chat.

In Ukraine, an innovative digital assistant has been launched for the Minister of Digital Transformation, Mykhailo Fedorov. Now, Ukrainians can directly communicate with him via Telegram. The main goal of this project is to gather fresh ideas for developing digital services, responding to challenges, and attracting talented individuals to the Ministry of Digital Transformation and "Diia". This digital assistant was unveiled at the IT Arena 2025 event.

"The primary task of artificial intelligence is to assist people. We have implemented a chatbot to ensure that no idea goes unnoticed, and no talented individual is overlooked. Through the chatbot, Ukrainians can express their thoughts on the digitalization of public services, submit resumes to join the team, report issues with public services, ask questions, or receive advice on personal development and career growth. This marks a new phase in citizen-state communication, where technology allows for quick, transparent, and effective exchanges of information," said Fedorov.

Through the chatbot, Ukrainians can share ideas, report problems related to public services, submit resumes to join the Ministry of Digital Transformation and "Diia", learn about available services, and receive advice on personal growth and career from the minister.

The digital assistant interacts in a natural language and can respond both in text and in the voice of Mykhailo Fedorov. However, the bot will not provide individual recommendations, as it does not have access to personal user data.

"The digital assistant for Mykhailo Fedorov is one of the pioneering examples of ministerial digitalization for communication with citizens. We trained it on public statements made by Mykhailo Fedorov, totaling over 10,000 materials from media and social networks related to the Ministry of Digital Transformation and the minister himself. We also implemented voice integration to make interactions with the minister as convenient as chatting with friends in messaging apps," added Danylo Tsivok, Chief AI Officer of the Ministry of Digital Transformation and CEO of the WINWIN AI Center of Excellence.

To communicate with the digital assistant of Mykhailo Fedorov, users need to access the chatbot @thedigital_bot on Telegram, authenticate through the Diia app, and ask questions via text or voice. The artificial intelligence will analyze the request and provide a response, while interesting ideas will be forwarded directly to Mykhailo Fedorov. In the future, the assistant is expected to be launched on WhatsApp as well.
