New Cybersecurity System Established in Ukraine

A new law in Ukraine establishes a national response system to cyber threats and attacks.

The President of Ukraine, Volodymyr Zelensky, has signed a law titled "On the Protection of Information and Cybersecurity" (№ 4336-IX). The key objective of this law is the establishment of a national response system to cyberattacks and other cyber threats.

This was reported via the official Telegram channel of the Verkhovna Rada.

Ukraine will implement a national response system for cyberattacks.

According to the parliament's announcement, the signed law provides for:

  • the creation of a response system for cyber incidents and threats;
  • establishment of a national information exchange system regarding these threats;
  • the introduction of cybersecurity specialist positions in government agencies and critical infrastructure.

The responsibility for implementing the national response system has been assigned to the State Service of Special Communication and Information Protection of Ukraine.

The system will include the government response team CERT-UA, as well as regional and sectoral teams to respond to cyber incidents created by state and local authorities.

Additionally, the law standardizes approaches to cryptographic and technical protection of information as well as cybersecurity and countering technical intelligence. It also introduces a system for assessing the state of cybersecurity in the country.

The Rada previously approved a law aimed at protecting state resources against cyberattacks, facilitating the establishment of a national response system and alignment with EU and NATO standards.

This legislation comes amid a significant rise in cyberattacks targeting local authorities, state institutions, and the business sector.

Recently, a technical failure occurred in the Ukrzaliznytsia system, causing online services, including ticket sales, to stop functioning.
