Negotiations on a New Agreement Between Ukraine and the US: New Opportunities

The Ukrainian delegation is heading to Washington to discuss a new agreement with the US regarding critical mineral resources.

This week, a Ukrainian delegation is set to travel to Washington to discuss a new agreement project on critical minerals between Ukraine and the United States.

Source: First Deputy Prime Minister – Minister of Economy of Ukraine, Yulia Svyrydenko, in an interview with the Associated Press.

According to Svyrydenko, the primary goal of the trip is to initiate negotiations regarding the proposal made by the US. The delegation will consist of representatives from the ministries of economy, foreign affairs, justice, and finance.

Svyrydenko stated, "The new agreement from the US indicates an intention to create a fund or invest jointly."

She emphasized that Ukrainian officials are cautiously commenting on the content of the project, noting that it currently reflects the position of only one side.

"We have a document reflecting the position of the legal team of the US Department of the Treasury," Svyrydenko added. "This is not the final version; it is not a joint position."

According to her, Ukraine's current task is to assemble a technical team for negotiations, define "red lines" and key principles, and send the delegation to Washington next week.

"Clearly, not all aspects of this agreement can be discussed online. We need to sit down with the teams and continue the conversation in person," Svyrydenko stressed.

She noted that the selection of legal, investment, and financial advisors is ongoing.

"This marks a new phase in relations with the United States, requiring expertise in various fields. Ultimately, everything will be resolved during the negotiations," Svyrydenko remarked.

Svyrydenko refrained from disclosing Ukraine's official assessment of the new project but mentioned that there is a more detailed document outlining the establishment of the fund. If the initial project focused primarily on the intention to establish a fund, the latest version, according to Svyrydenko, describes how American advisors envision its structure and operation.

AP reported: "It remains unclear what role Ukraine will play in the management of the fund according to the new proposal from the US. However, analysts who have seen the leaked document believe that Kyiv's involvement will be minimal, and this is what Ukraine hopes to contest in future negotiations based on a previously agreed framework agreement."

Svyrydenko remarked, "We are very focused on ensuring that the final draft of the agreement after negotiations fully aligns with our strategic interests. I believe that the work on the preliminary memorandum has demonstrated that both teams are capable of achieving these goals and agreeing on terms acceptable to both parties."
