Direct quote from Svyrydenko: "Together with US Treasury Secretary Scott Bessent, we have signed an agreement to create a joint investment fund for Ukraine's reconstruction."

Direct quote from Bessent: "The United States is committed to achieving peace and stability in Ukraine. This agreement demonstrates our support for Ukraine's sovereignty in the long term. President Trump initiated this cooperation to emphasize our commitment to the peace process and the prosperity of the Ukrainian people."

Details: Svyrydenko outlined the main aspects of the resource agreement.

  • All resources remain under Ukrainian control, as stipulated in the agreement.
  • The fund is created on a 50/50 basis. Ukraine and the USA will jointly manage the fund.
  • The agreement does not alter privatization processes or the management of state enterprises.
  • The document does not mention any debt obligations of Ukraine to the USA.
  • The agreement complies with the Constitution and will not affect Ukraine's Euro-integration path.
  • The fund will be filled solely with revenues from new licenses for critical material projects.
  • Legislative changes will be minimal, only to adapt the budget code.
  • The USA will support Ukraine in attracting investments through the DFC agency.
  • The fund is not subject to taxation in either the USA or Ukraine.

Direct quote from Svyrydenko: "The USA is contributing funding to the fund, including new aid such as air defense systems for Ukraine."

"We expect that for the first 10 years, the fund's profits will not be distributed but will be invested in new projects in Ukraine."
