New Regulations for Blocking Spam Calls in Ukraine

As of October 2, new regulations have come into effect in Ukraine allowing operators to block spam numbers. The Ministry of Digital Transformation has clarified how ordinary Ukrainians can utilize this. The relevant instructions were published by the ministry.
“Are you tired of receiving calls from English schools and hearing about quick money? As of October 2, new rules are in place that allow operators to block spam numbers. There are several options to eliminate unwanted marketing calls that you did not consent to,” the statement reads.
The ministry advises Ukrainians to file complaints about spam with their mobile operator, the government hotline, or submit an appropriate request to the National Commission for the Regulation of Electronic Communications through its website.

The operator will check the number on which the complaint was made and will block it if it meets at least two of the following criteria:

  • calls are made without any communication;
  • the average duration of calls over 7 days is less than 60 seconds;
  • more than 50% of calls are to different numbers;
  • the number cannot receive return calls;
  • a recorded message is played during the call;
  • complaints from subscribers;
  • the number of incoming calls without conversation is less than 5% of all incoming and outgoing calls for that number;
  • the number is for calls only, not for SMS or internet use.

These provisions are recorded in the Cabinet of Ministers' resolution of June 25, 2025, No. 761 “On Approval of the Rules for Providing and Receiving Electronic Communication Services.”
