The Ministry of Digital Transformation of Ukraine has refuted claims regarding a data leak from the «Diia» application: «The disseminated files are fabricated and do not originate from the Diia systems, nor are they a result of hacking or leaking».
This information was shared by the Ministry on their Facebook page.
«Following the reports of a possible leak, our team conducted an investigation and confirmed that the circulated files are fabricated and do not come from the Diia systems, nor are they a result of hacking or leaking», stated Vitaliy Balashov, Deputy Minister for Digital Transformation in cybersecurity and cloud technologies.
According to him, the published files are a mix of previously known leaks from commercial sources, which have been manually edited and supplemented with fake entries to appear as a «new» database.
«This is a typical practice of the black market: old leaks are «freshened up» with fake entries to present them as a new massive leak and mislead people. We view the dissemination of these fake files as a coordinated attack on Diia and an attempt to undermine public trust in government services», Balashov added.
The Ministry also emphasized that «Diia» does not store personal data - the system operates on a data-in-transit principle: information is pulled from state registries at the moment of request and is not accumulated in the app or on the portal.
«To confirm this, in March 2024, the code of Diia was published. It is available publicly, and anyone can verify that there are no hidden databases with citizens' data», the Deputy Minister stressed.
Previously, reports circulated that an archive containing personal information of over 20 million Ukrainian citizens had been found in the public domain.
According to the Ministry, the information regarding the leak of personal data of Ukrainians during the testing of the e-Notary system is inaccurate - the data of Ukrainians is protected.
