The Ukrainian government has established new regulations concerning the production, procurement, and supply of munitions and explosives for the needs of the Defense Forces during the state of war. This is reported by the Ministry of Defense.
According to the defense ministry, the resolution adopted on July 16, 2025, outlines the new procedures for the production and supply of explosives.
This document sets forth the rules and procedures for the production and procurement of munitions, as well as amends other regulations to align with the new requirements.
It is noted that enterprises that have already received licenses for munitions production will continue their operations, ensuring the continuity of production processes.
Key highlights of the new resolution include:
- All previously issued storage licenses for military explosives remain valid under the new rules. Manufacturers do not need to undergo bureaucratic procedures again.
- Importantly, all explosives used in the production of munitions for the Defense Forces are classified as military explosives, easing their circulation.
- The government has removed administrative barriers for manufacturers, allowing for rapid production scaling.
