The President of Ukraine, Volodymyr Zelensky, has officially appointed a new Ukrainian delegation to participate in negotiations with international partners and representatives of the Russian Federation, set to take place on July 23 in Istanbul.
This is confirmed by decree №539/2025.
The head of the delegation is Rustem Umerov, Secretary of the National Security and Defense Council. The team includes specialists from various government bodies, including the Ministry of Foreign Affairs, the Armed Forces, and other agencies.
According to the decree, the head of the delegation is allowed to make changes to its composition and engage experts with the president's approval. The directives for the team have been approved separately (confidentially).
Composition of the delegation:
- Rustem Umerov – head of the delegation, Secretary of the NSDC;
- Oleksandr Bevz – advisor to the head of the Office;
- Oleksandr Diakov – deputy chief of staff of the Navy;
- Serhiy Kyslytsya – first deputy minister of foreign affairs;
- Yuriy Kovbasa – representative of the human rights commissioner in security and defense;
- Georgiy Kuzmychov – protocol officer;
- Oleg Luhovskyi – first deputy head of the Foreign Intelligence Service;
- Yevhen Ostryanskyi – deputy chief of staff;
- Oleksandr Poklad – deputy head of the SBU;
- Vadym Skibitskyi – deputy chief of the Main Intelligence Directorate;
- Andriy Fomin – head of the international law department;
- Oleksiy Shevchenko – deputy chief of staff;
- Oleksandr Sherikhov – senior officer of operational management;
- Yevhen Shinkarov – deputy chief of the Air Force Command.
