As of June 1, more than 18,000 Ukrainian citizens have received housing certificates due to destroyed properties.
This information was reported by the public organization "Anti-Corruption Headquarters", citing a response from the Ministry of Community and Territorial Development to their inquiry.
According to the data provided by the ministry, the total amount of issued certificates reached 27.3 billion UAH. About 11,000 individuals have already utilized the certificates to purchase new real estate, with a total of 48,387 applications submitted for certificates.
"Regarding compensation for damaged property, approximately 90,000 Ukrainians have received payments totaling over 9 billion UAH. The total number of compensation applications submitted amounts to 147,747. This type of compensation includes two categories: for minor repairs and major renovations, with average amounts of 73,100 UAH and 341,500 UAH respectively," the report states.
The "Anti-Corruption Headquarters" notes that they received a response to this inquiry only after filing a complaint with the Ombudsman of the Verkhovna Rada of Ukraine, as their original request had been ignored for over three months: the inquiry was sent on March 11, and the response came on June 20.
The organization highlights that the relevant ministry uses terms like "approximately", "over", "nearly" in their information.
"We hope this is simply an oversight by an individual specialist who prepared the response, rather than a lack of precise data in the ministry. When it comes to budgetary funds in such a sensitive area as reconstruction, there is no room for "approximately", " said the head of the board of the "Anti-Corruption Headquarters", Serhiy Mytkalyk.
The "Anti-Corruption Headquarters" emphasizes the urgent need to establish a Register of Damaged and Destroyed Property, which should accumulate all the aforementioned information. The register should be public, with open information regarding the number of applications and compensation amounts, but should maintain the confidentiality of Ukrainian citizens' personal data.
The public organization "Anti-Corruption Headquarters" is implementing the project "Monitoring Public Procurement During War and Post-War Period" with financial support from the European Union in Ukraine.
