Changes in Money Transfers: New Rules and Their Impact

Exploring the impact of new limits on money transfers in Ukraine and the NBU's plans for a drop registry.

Following the introduction of limits on money transfers from card to card, their volume fell from UAH 250 billion to UAH 170 billion per month.

This information was shared by NBU Deputy Head Dmytro Oliinyk during a meeting of the temporary commission on national security issues.

"This concerns transfers that could not justify the purpose and source of the funds," he stated.

At the same time, the NBU is currently developing a draft law to create a registry for risky transfers.

"We plan to submit this draft law to the parliamentary committee for consideration soon," added Oliinyk.

According to him, the registry will be operational at least six months after the law is passed.

Moreover, the NBU indicates that individuals included in this registry will not remain there permanently and will be able to exit it. Stricter restrictions will be imposed on transfers for such individuals.

Reminder:

  • Starting from October 1, 2024, the National Bank of Ukraine established a six-month limit of UAH 150,000 per month (instead of the previously announced UAH 100,000) for individual transfers from card to card.
  • By April 2025, these restrictions were lifted, but a memorandum between banks is now in effect.
  • According to NBU data, the transfer limits helped reduce the "anomalous surge" in transfer volumes and halted the increase in the number of payment cards observed in September-October 2024.
