Officer's Negligence Leads to Budget Losses

Investigators in Kyiv uncovered a case of negligence that resulted in substantial budget losses.

Investigators from the Svyatoshyn Police Department, under the guidance of the Svyatoshyn District Prosecutor's Office, discovered an instance of negligence that led to financial losses for the city budget. 
The suspect is an employee of the Svyatoshyn Psychiatric Institution, which is part of the Department of Social and Veteran Policy of the Kyiv City Council (KMC), responsible for public procurement procedures.
Law enforcement established that in 2025, the offender improperly organized the procurement of equipment for the major renovation of a hybrid solar power station intended to ensure the operation of the medical facility during potential power outages.
Specifically, he failed to verify the market value of the equipment and signed a direct contract with a private entrepreneur for the supply of six hybrid inverters worth approximately 1.2 million UAH without using the electronic system “Prozorro.” However, according to the findings of the conducted expertise, the devices were purchased at an inflated price, causing the city budget losses of about 700 thousand UAH.
Investigators informed the man of suspicion under part 2 of Article 367 of the Criminal Code of Ukraine - negligence that caused severe consequences. The sanction under this article stipulates up to five years of imprisonment with deprivation of the right to hold certain positions.
