Land Fraud Investigations: New Developments

Prosecutors are investigating significant fraud in land dealings in the Kyiv region, linked to the illegal registration of land plots.

Under the guidance of prosecutors from the Office of the Attorney General, suspicions have been raised against an organizer and five members of a criminal group that implemented an illegal scheme for registering land plots, causing damages to the local community amounting to 12 million UAH (Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 190, Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 358 of the Criminal Code of Ukraine).

According to the investigation, a future deputy and concurrently the secretary of the permanent commission on land relations and environmental protection of one of the village councils in the Kyiv region, engaged a private notary, an administrator from the administrative services department, and three individuals who were supposed to represent citizens' interests regarding land privatization.

The fraudulent scheme involved receiving requests from citizens with a set of documents for the withdrawal of land plots in the Kyiv region. The package with falsified documents was then forwarded to the land department to formalize decisions by the village council.

The investigation revealed that citizens did not sign any documents and did not submit requests for land allocation.

By formalizing ownership based on forged documents, the perpetrators, through their private notary, organized the conclusion and registration of sales contracts for the land plots, whereby the new owner became the organizer of the criminal scheme and a deputy of the village council.

In this way, they appropriated land plots totaling 92 hectares, causing damages to the community of 12 million UAH.

During searches at the places of work and residence of the suspects in Kyiv and Khmelnytskyi, documents related to the illegal transfer of land plots and their subsequent purchase by deputies were seized, including sales contracts, acceptance acts, state acts, technical documentation for establishing land boundaries, and powers of attorney.

The pre-trial investigation is being conducted by detectives of the Main Investigation Department under the operational support of the Department of Internal Security of the National Police of Ukraine.
