New Arrests in Kyiv Corruption Case

The National Police of Ukraine has arrested six officials suspected of embezzling budget funds in Kyiv.

In the capital of Ukraine, Kyiv, law enforcement officials have arrested six more officials suspected of embezzling over 2.5 million UAH from the budget. This concerns the repair of the Metro bridge roadway and Kyrylivska Street. The detainees inflated the scope and cost of work, and illegally employed workers from several municipal enterprises at a single site. They were 'on paper' simultaneously present at two locations: the construction site and their primary workplace. All detainees have been charged.

Operatives from the Strategic Investigations Department of the National Police, together with police investigators and prosecutors, continue their systematic work to expose criminal and corrupt schemes in local government. As a result of their efforts, six participants in two different schemes of budget embezzlement were detained.

The first scheme involved managers of municipal enterprises responsible for the repair and maintenance of roadways in various districts of Kyiv. During the repair of Kyrylivska Street, employees from other similar municipal enterprises were involved, even though a contract was signed with a commercial entity. As a result, the amount of embezzled funds exceeded 1.6 million UAH.

The second scheme involved stealing nearly 1 million UAH during the restoration of the Metro bridge roadway. Sand was purchased from controlled companies at an inflated price of 700 UAH, while its market value was only 200 UAH. The illicitly obtained funds were converted into cash and distributed among all participants. The deputy head of the capital construction management department was responsible for overseeing these processes.

On July 25, operatives conducted simultaneous arrests of six individuals involved in the criminal schemes, including the deputy head of the department and managers of the municipal enterprises.

All have been charged under Part 4 of Article 191 of the Criminal Code of Ukraine. The issue of choosing preventive measures and suspending them from their positions is currently being resolved. The sanctions for this article provide for imprisonment of up to eight years.

The preliminary investigation is being conducted by investigators from the Podil and Dnipro police departments with procedural supervision from the respective prosecutors' offices.
