Revamped Digital Register of Arms Suppliers Approved

The Ukrainian government has approved a new electronic database for defense goods suppliers.

The Ukrainian government has approved an updated digital register for arms suppliers, as reported by the Ministry of Defense.

This new database will serve as a unified electronic resource for manufacturers and suppliers of defense-related goods, facilitating secure communication between them.

"The Register significantly reduces corruption and security risks, minimizes reliance on informal agreements, and ensures fair competition," explained Prime Minister Denys Shmyhal.

According to the Ministry of Defense, the register operates as a closed system with distributed user rights, minimizing the risk of data leaks.

For state contractors, the register provides an up-to-date and secure directory of suppliers, while manufacturers will have clearer and more transparent rules for participating in defense tenders. In the future, military-political leadership will be able to utilize the system to assess the real capabilities of the defense industry and make strategic decisions.

"Information about Ukrainian arms suppliers during wartime is sensitive and hard to access. Previously, contractors would reach out directly to specific suppliers or seek them informally, which reduced competition and could create corruption or security risks," noted Deputy Minister of Defense Oksana Ferchuk.

With the Register, state defense contractors will be able to send requests for price proposals and obtain verified information about suppliers.

"Suppliers, in turn, will receive all inquiries regarding their declared goods, works, and services in their personal electronic cabinet, ensuring a more transparent access to procurement," explained Artem Romaniuk, head of the Ministry of Defense's Digital Transformation Directorate.

The launch and update of the Arms Suppliers Register is part of the State Anti-Corruption Program and the course toward digitalization of defense processes amid the ongoing war.

Additionally, in the autumn, the President signed a law closing access to information regarding the location of defense industry enterprises in registers. The corresponding document, "On Amendments to the Civil Code of Ukraine and Certain Other Laws of Ukraine Regarding the Specifics of Providing Information from Public Electronic Registers, the Holder of Which is the Ministry of Justice of Ukraine, and Certain Other Public Electronic Registers," was adopted in August.
