As part of the international technical assistance project «Emergency Recovery Project», Kyiv has received equipment worth over 3 million UAH. Specifically, 34 computers have been donated by the Government of Japan through the Japan International Cooperation Agency (JICA) for the rehabilitation of veterans and visually impaired individuals.

«Following discussions with the Japanese side, Kyiv was identified as one of the cities in urgent need of support due to the full-scale Russian invasion. We agreed to focus on veteran rehabilitation and services for people with disabilities. Kyiv has already received 10 sets of computer equipment for the «Kyiv Military Hub». After reconstruction, there will be a spacious hall for esports training. International experience indicates that video games enhance attention, coordination, and communication skills, which are beneficial for psychological recovery,» said Marina Honda, Deputy Head of the Kyiv City State Administration.

She added that with the assistance of the Japanese government through JICA, Kyiv also received 24 laptops with the NonVisual Desktop Access (NVDA) system.

«This system enables children and adults with visual impairments - both those with low vision and completely blind individuals - to use computers without additional specialized software. The program vocalizes everything happening on the desktop across all applications when the cursor is hovered over. This allows users to operate laptops independently, without external help,» Marina Honda explained.

She noted that the equipment for visually impaired individuals will be transferred to rehabilitation centers in Kyiv that provide services for people with disabilities and the elderly.
