The Ministry of Digital Transformation of Ukraine has announced an initiative in collaboration with ElevenLabs, a leading voice technology company. This collaboration aims to implement voice interfaces in state services, as stated by Minister Mykhailo Fedorov during the IT Arena 2025 conference.

“The future lies with states that actively interact with their citizens. Ukraine is already taking steps to simplify interactions with the government to a single request or voice message. This partnership with ElevenLabs provides our services with a human voice, making them more accessible for everyone. We have demonstrated our ability to achieve large-scale innovations, and this collaboration will accelerate the transition to a proactive state where artificial intelligence truly enhances citizens' lives,” Fedorov emphasized.

Currently, ElevenLabs' voice technologies are being used to voice the digital twin of Mykhailo Fedorov, which operates as a chatbot on Telegram. This twin can recognize voice messages and respond in the same format.

“Together with the Ministry of Digital Transformation of Ukraine, we are giving a clear human voice to digital services, starting with the digital twin of Minister Fedorov, and will expand this to the Diia platform and other tools. Our goal is simple: to make state services in Ukraine faster and more accessible for everyone,” said Mati Stanishevsky, co-founder and CEO of ElevenLabs.

ElevenLabs voice technologies will also be applied to other state services. Plans include integrating voice AI into the Diia portal and app, as well as introducing innovations in educational platforms, particularly using voice features in state educational applications.

Additionally, voice AI functions are planned to be implemented in the internal tools of the Ministry of Digital Transformation. Specifically, AI assistants are intended to be used for onboarding and supporting the HR team.
