The Ministry of Digital Transformation is introducing new measures to combat spam calls and intrusive advertising for mobile operators. These initiatives are part of a new regulation approved by the Cabinet of Ministers of Ukraine on June 25, 2025.
To reduce the number of spam calls, businesses will need to sign an agreement with the operator and register the numbers from which calls can be made. If this condition is not met, calls from these numbers will be automatically blocked.
In addition, mobile operators will soon have the capability to block mobile numbers following user reports of spam calls.
Furthermore, the regulation introduces changes to other important rules. Users should be able to independently disable content services in their personal accounts without needing to contact the operator. There should also be full control of expenses available in personal accounts.
Operators must clearly state internet speed in contracts. If consumers are promised 100 Mbps but only receive 40 Mbps, this will be considered a breach of contract. Users can also file complaints with the NCCIR or take legal action if the actual speed is lower.
Another significant change is support for Ukrainians in conflict zones. According to the new rules, users should not lose connectivity due to non-payment of services, and their SIM cards should not be blocked for non-payment. Upon the first network access, a free communication package must also be provided.
All these changes, including the blocking of spam calls, will be implemented gradually to give operators time for necessary technical adjustments.
