The European Union is working towards completing the opening of all six negotiation clusters with Ukraine by the end of 2025, despite facing challenges from Hungary.

In February, Hungary blocked the opening of the first negotiation cluster with Ukraine and promised to continue blocking the clusters until they hold "consultations" with the public.
