The Ukrainian Parliament has approved in the first reading a bill aimed at establishing Cyber Forces within the Ukrainian Armed Forces. This legislative initiative received the backing of 255 deputies.
Bill №12349 envisions the creation of Cyber Forces as a military management body that can incorporate civilian personnel (cyber reservists) during relevant cyber defense operations.
The proposed law aims to define the legal status and operational principles of Cyber Forces, which will be responsible for defending Ukraine's cybersecurity, sovereignty, and territorial integrity in cyberspace.
The Cyber Forces of the Armed Forces will organize regular training and coordination for cyber reservists to develop a sustainable intellectual workforce of motivated Ukrainian citizens.
The status of a cyber reservist does not require mandatory military service status for participation in the Cyber Forces; it may be periodic and temporary, based on individual skills in specific areas and personal motivation.
The primary tasks of the Cyber Forces of the Armed Forces will include enhancing and effectively utilizing cyber defense capabilities, gaining a military advantage over adversaries, and undermining their capabilities through operations in the electromagnetic spectrum and cyberspace.
