The Verkhovna Rada has passed a new resolution ensuring the continuity of local governance in Ukraine amid military threats from Russia. Legislative initiative No. 14031 received the support of 308 votes.
According to this document, organizing local elections in compliance with national law and European democratic standards is impossible under the military aggression of the Russian Federation and during the state of war.
It is noted that the responsibility for the inability to conduct timely elections lies with the aggressor state – the Russian Federation.
Furthermore, it emphasizes the necessity of the stable functioning of local government bodies for maintaining the continuity of power, public order, national security, and the well-being of communities.
The resolution confirms that village, settlement, city, and district councils, as well as heads of these councils elected in accordance with the law, will continue to perform their duties until new elections are held.
Once the aggression ends and the state of war is lifted, the decision to hold local elections will be made in accordance with the Constitution and electoral laws of Ukraine.
Members of Parliament are urging the international community to maintain unified efforts to ensure the continuous functioning of local governance in Ukraine amidst military aggression.
As a reminder, on August 18, President Volodymyr Zelensky during a meeting with President Donald Trump stated his readiness to hold elections after the war ends.
