Details: Kubilius explained that the ReArm Europe plan consists of two major components: an anticipated increase of 650 billion euros in defense spending by member states and 150 billion euros in loans intended for defense procurement.

"Loans under the 150 billion euro instrument can only be taken by member states, but they may use these funds for joint procurement with Ukraine, including purchases from Ukrainian defense industries for the needs of the Armed Forces of Ukraine", – he added.

The Commissioner emphasized that Ukrainian industry is receiving "equal treatment with European defense industries" for the first time.

"Of the 650 billion designated for national defense expenditures, part can also be spent on weapons for Ukraine. This will be a decision for the member states to make", – noted Kubilius.
