In 2025, approximately 75-80 thousand second-year students in higher education institutions will have the opportunity to undergo basic military training.
This information was announced by the Minister of Education and Science, Oksen Lisovyi, during a question-and-answer session with the government.
Details on Military Training for Students in 2025
The basic military training is set to start on September 1 of this year and will include both practical and theoretical courses.
«We expect that 75-80 thousand students will be all male students in their second year. Female students may join voluntarily according to current legislation,» said Oksen Lisovyi.
According to him, the theoretical part of the program has already been actively implemented in universities.
«The theoretical portion, which we are preparing for in 2025, has already been launched in all universities. 170 educational programs have already been developed and submitted for approval to the General Staff under current legislation,» the minister shared.
Currently, consultations are ongoing with the Ministry of Defense regarding the content and format of the practical part, which is planned to start in May 2026.
Oksen Lisovyi emphasized that there is currently no additional funding for this program. It is being financed from the Ministry of Education's reserves.
«The need for program implementation in 2025 is 130 million hryvnias. We hope to receive some additional funding during the state budget review or from a special fund,» he said.
What Basic Military Training Includes
Basic military training in universities will begin on September 1, 2025.
It will cover various disciplines related to military training, including psychological, reconnaissance, tactical, and fire training.
The course will consist of two parts - theoretical and practical.
Both men and women will undertake the theoretical part.
The practical course is mandatory only for men, while women may participate voluntarily.
Deputy Minister of Defense Serhii Melnyk stated that basic military training is mandatory for all students in higher education institutions.
He noted that students who fail the exam in this subject or refuse to take the military oath will not be able to continue their studies at the higher education institution.
