This week, finance ministers from European Union countries will gather to discuss a proposal for establishing a new joint defense fund – the European Defense Mechanism (EDM) – to finance the rearmament of the continent. Under this proposal, countries outside the EU, including Ukraine, will also be able to join the fund.
According to Reuters, this topic is being reported in light of a document prepared by the Bruegel Center for discussion.
New EU Defense Fund: A Financing Plan for Rearmament
The proposal, which will be examined at an informal meeting in Warsaw on April 12, is part of the EU's efforts to enhance defense capabilities amid Russia's war against Ukraine and the recognition of the need to reduce dependence on the United States. The fund will complement existing EU plans to increase military spending by 800 billion euros.
The EDM is proposed to be established as an intergovernmental structure with significant capital, allowing funds to be raised in the market. This will enable participating countries (including potential members outside the EU – Ukraine, the United Kingdom, Norway) to finance the procurement of expensive “strategic” weapons (command systems, intelligence, air defense, modern fighter jets, transport, missiles) without an immediate increase in national debt.
The fund could also help shape a unified European defense market by primarily procuring from European contractors. As noted by Bruegel, this approach is key to reducing Europe’s military dependence on the US by 2030.
The EU aims to establish a defense fund in light of Trump’s return to power.
In December, it was reported that the European Union was discussing the creation of a joint defense fund worth 500 billion euros to boost defense spending before the anticipated return of newly elected US President Donald Trump.
This funding model, which will also be accessible to non-EU member states, is gaining traction among key EU nations.
Europe has long been contemplating how to increase defense spending to continue supporting Ukraine and prepare for the potential return of President Trump.
