New Classification System for Ukrainian Communities

The Cabinet of Ministers has introduced a new classification system for territories to improve the assessment of community potential in Ukraine.

The Cabinet of Ministers of Ukraine has approved new requirements for classifying territories, enabling the identification of functional types of communities. This system is already in use in EU countries.

This was reported by the Ministry of Community and Territorial Development.

The ministry explained that this decision will allow communities to more accurately assess their potential, security risks, and needs. In turn, the government can implement targeted support programs for different types of territories: rural, mountainous, and others.

Until now, Ukraine lacked a unified approach to classifying territories, which resulted in unequal access to resources for communities and insufficient coordination between central and local authorities.

The implementation of a unified system will allow:

  • fairly distribute resources among communities;
  • consider the impact of war, demographics, and economic activity;
  • accurately identify the needs and specialization of territories;
  • improve the quality of basic services for the population;
  • create conditions for attracting investments according to the characteristics of each community.
"People need to feel that recovery is happening fairly and according to real needs. A unified classification of territories will enable us to make decisions based on data rather than assumptions. This means fewer chaotic decisions and more targeted assistance to the communities that need it most," said Minister of Community and Territorial Development Oleksii Kuleba.
