Ukraine's Path to EU Space Programs

Exploring Ukraine's potential involvement in European space programs, particularly in satellite communications.

On October 28, the European Commission submitted a proposal to the EU Council to start discussions about Ukraine's participation in governmental satellite communication (Govsatcom) within the framework of the European Union's Space Program. This was reported by a correspondent from "European Truth" citing the words of European Commission spokesperson Tom Renier.
The European Commission aims to integrate Ukraine into European space initiatives.
"We seek to fully engage Ukraine in the governmental satellite communication program known as Govsatcom. Why is this important? Because defense technology and space are closely linked," Renier stated.
He emphasized that Ukraine is already actively involved in the EU defense program, so "now it is time to do the same in the space sector".
"Involving Ukraine in Govsatcom will ensure secure satellite connectivity. This is crucial for Ukraine's competitiveness, its citizens, and the overall development of the country," added the spokesperson.
The next steps will involve negotiations at the level of EU member states and a decision by the EU Council regarding Ukraine's participation in the EU space programs.
Ukraine's final participation will be confirmed after the signing of the relevant international agreement according to Article 218 of the Treaty on the Functioning of the European Union (TFEU).
It should be noted that Govsatcom aims to provide secure and resilient satellite communications by pooling and sharing existing satellite resources of EU member states and private operators.
The first step towards Ukraine's involvement in the EU Space Program was taken in April 2025 when the EU and Ukraine signed an agreement on participation in components of the EU Space Program, such as Copernicus, Space Weather Events, and Near-Earth Objects.
In the context of Ukraine, the Govsatcom satellite network is seen as an alternative to Elon Musk's Starlink network.
It was also reported that Brussels is exploring the possibility of creating a new satellite network for military intelligence purposes.
