Ukraine has initiated an innovative experimental project that enables military personnel to complete medical examinations remotely. This applies to those who are abroad for treatment and cannot return due to health issues.
The government has made the relevant decision, as confirmed by representatives from the Ministry of Defense and the Ministry of Health.
This project is aimed at military personnel undergoing treatment abroad for up to 12 months. All servicemen from various branches of Ukraine’s Defense and Security Forces, including civil protection and police affected by the war, will be able to undergo remote examinations.
The government decree specifies the illnesses and conditions that permit remote medical examinations. These include:
- malignant tumors;
- eye diseases;
- head injuries;
- spinal cord injuries;
- internal organ injuries;
- extremity injuries;
- thermal and chemical burns.
How will the remote examination work?
Initially, the serviceman or their legal representative must submit documents from a foreign medical institution to their military unit, translated into Ukrainian and certified. The documents must include a diagnosis according to the International Classification of Diseases (ICD-10 or ICD-11). The military unit will forward these documents to the Military Medical Commission (MMC), which must review them within 10 days. Afterward, medical personnel will decide on the fitness for service. The MMC will also prepare a corresponding certificate for the commander of the military unit. Upon returning to Ukraine, servicemen who have undergone remote examinations will not be required to repeat the MMC process. Authorities noted that this experimental project will last for one year from the enactment of the government decree. Earlier, the Cabinet simplified the procedure for obtaining electronic referrals to the MMC, which are now generated without the mandatory signature of the head of the Territorial Center for Recruitment and Social Support.
