New Certification Rules for Customs Officials

Overview of the new certification rules approved for customs officials by the Cabinet of Ministers.

On September 9, the Cabinet of Ministers approved a new regulation for the certification of customs officials.

The Ministry of Finance of Ukraine reports this.

The regulation outlines a one-time certification process in accordance with current legislation. The main aim is to verify that customs officials possess qualifications that meet the high standards necessary for their effective performance, the ministry stated.

The certification process will consist of three stages:

  • testing knowledge of the Constitution of Ukraine, customs, and anti-corruption legislation;
  • logic and information-processing ability test;
  • an interview where professional competence and integrity are assessed comprehensively.

The entire certification process, including testing and interviews, will be documented through continuous video and audio recording. Results from each stage will be published on the official website of the State Customs Service.

According to the new regulation, refusal to undergo certification or failing the process will be grounds for termination of public service.

According to the ministry, journalists and media representatives can attend any stage of the certification process. To do so, they must be accredited, submit a notification, and a written non-disclosure agreement. The number of attendees will be determined by the size of the venue but cannot be fewer than two individuals.
