As of September 1, 2025, Ukraine will implement a new Lobbying Law that lays the legal groundwork for a transparent and accountable lobbying culture. This legislation establishes the rules for influencing legislative processes and mandates lobbyists to report to the public. Concurrently, the NAPC is launching the Transparency Register — a key tool for executing this law.
The start of the Register's operations means that all lobbyists attempting to influence state authorities for the benefit of their clients must register as lobbying entities. This can be done by:
- adult individuals;
- legal entities registered in Ukraine;
- foreign legal entities with representations in Ukraine.
To obtain the status of a lobbying entity, one must submit the required information to the Register by filling out the registration form available after authorization.
The Register consists of two parts:
- a public part — accessible to everyone, containing information about lobbyists, their reports, and statistics;
- a personal cabinet — a space for registered users to manage their data.
In the public part of the Register, users can search and verify information about lobbyists, explore statistics and reports, and receive various documents. The Register is the first system in Ukraine to undergo security authorization under the new standards established by legislation.
