New Opportunities for Youth: Reading Support Program

Details about the new government support program that helps young Ukrainians purchase books.

In the six months since the launch of the "Reading for Youth" program, young Ukrainians have spent over 91 million hryvnias on book purchases.

This information was provided by the Ukrainian Book Institute.

In total, the program facilitated expenditures of 91,533,898.18 UAH. Most frequently, youth preferred online bookstores, which accounted for 56,912,213.33 UAH (62.18% of total spending). Meanwhile, 277 physical bookstores across Ukraine received 34,613,193.85 UAH (37.82% of total expenditures).

According to the UBI, since March 2025, about 3,000 applications are submitted weekly. Women predominantly make use of the book assistance.

"Approximately 20.12% of program participants received funds on their cards but did not utilize them for book purchases. Various reasons may explain this situation, including a lack of awareness about the time limitations (the funds must be spent within 3 months of receipt). Unused funds are redirected to support the program — they are allocated to the next cohort of 18-year-old applicants who have registered for the program," stated the UBI.

About the "Reading for Youth" Program

"Reading for Youth" is a government support initiative allowing Ukrainians who turn 18 to receive 908.4 UAH for book purchases within a year. The program was launched in mid-December 2024, with payouts commencing on January 3, 2025.

Funds can be used solely for purchasing printed, electronic, and audiobooks in Ukrainian from participating bookstores and publishers within three months.
