Approval of the Special Tribunal Agreement

The Ukrainian Parliament ratified the agreement to create a Special Tribunal for aggression.

The Ukrainian Parliament has made a decision to ratify the agreement between Ukraine and the Council of Europe to establish a Special Tribunal that will address crimes of aggression against Ukraine.

This was announced by MP Yaroslav Zheleznyak on Telegram.

Bill No. 0328 received support from 323 parliament members.

The law ratifies an agreement signed on June 25, 2025, in Strasbourg concerning the establishment of a tribunal for investigating aggressive actions.

The explanatory note indicates that ratifying the agreement will allow the formation of a legal framework for the tribunal’s operations, including determining its location and engaging other countries in this agreement.

Approval of the law will finalize all necessary internal procedures, facilitating the establishment of an independent tribunal to investigate crimes against Ukraine.

On June 25, President Volodymyr Zelensky signed the agreement in Strasbourg, marking an important step in the fight against aggression.

Prime Minister Denys Shmyhal noted that the tribunal will be independent and capable of holding high-ranking Russian officials, including President Putin, accountable.

On July 1, a bill for ratification of the agreement was submitted to the Parliament.
