New Regulations for Foreign Freight Cars in Ukraine

Ukrzaliznytsia has established new regulations for foreign freight cars, facilitating their operation in Ukraine.

Ukrzaliznytsia has adopted a new procedure for assessing the technical compatibility of foreign freight cars with Ukraine's railway infrastructure. This initiative aims to streamline the operation of non-resident freight cars within the country.

Experts from the company coordinated technical details with railway authorities of neighboring countries and addressed several organizational issues. Consequently, a procedure for determining technical compatibility was developed and approved, along with a standard agreement template for organizing the operation of foreign freight cars in Ukraine. At the same time, existing conventional restrictions on their operation have been lifted.

Owners of foreign freight cars will have 30 days from the publication of the agreement to enter into appropriate contracts with Ukrzaliznytsia and provide necessary technical information to determine the interoperability of the cars for future use in domestic rail connections.

It should be noted that as of March 1, 2025, a convention limiting the operation of foreign freight cars was in effect in Ukraine. This was due to the termination of the Agreement on the Joint Use of Freight Cars in the former CIS, which made it impossible to continue using freight cars registered in other states on Ukrainian infrastructure.
