Advancement of Educational Infrastructure in Kyiv

An overview of the shelter construction program in educational institutions of Kyiv and its significance for children's safety.

In the capital of Ukraine, the implementation of the program for constructing dual-purpose shelters in educational institutions is ongoing. By the end of 2025, it is planned to complete work on seven more sites, as reported by the Deputy Head of the Kyiv City State Administration, Valentyn Mondryiisky, during an on-site meeting in the Sviatoshyn district.
«The Sviatoshyn district has become the first in the capital to have a shelter of this scale. On August 27, repair works were still ongoing here, and now the facility is almost ready. It can accommodate over 1,200 people. This modern space, built to the latest safety standards, will serve as a reliable shelter for children and adults during air alerts, as well as a full-fledged educational environment. During extracurricular hours, various clubs can operate here. This will serve as a good example for other districts, which is why we hold such meetings directly at the sites to exchange positive experiences», – shared Valentyn Mondryiisky.
He noted that in 2025, 2.8 billion UAH is allocated for the construction of shelters with educational spaces for educational institutions. These funds are directed to districts within the framework of the Economic and Social Development Program of Kyiv for 2024–2026. Currently, construction is ongoing at 24 sites.
District state administrations had planned to put 22 such shelters into operation this year, but they only partially fulfilled their obligations. By the end of the year, the completion of 7 such facilities is expected, including 2 in the Darnytsia district, 1 in the Obolonskyi district, 2 in the Sviatoshyn district, and 2 in the Shevchenkivskyi district.
«Despite the war, Kyiv continues to invest in education and the safety of children. In 2025, the educational sector budget will amount to almost 38 billion UAH – this is a third of the city's budget. The effectiveness of implementing educational and safety projects directly depends on management decisions at the district level», – emphasized Valentyn Mondryiisky.
He also reminded that since the beginning of the full-scale war, 244 educational institutions in Kyiv have been damaged, of which 74 are still under repair.
