New Pension Reform Strategy in Ukraine

An overview of the new pension reform strategy in Ukraine, highlighting key areas for improving social protection.

The Minister of Social Policy of Ukraine, Denys Uliutin, held a meeting with representatives of the ILO, led by Aida Lindmeier.

«The main goal of our policies is to create a sustainable social protection system that supports people and the economy. It's not just about payments, but also about fostering development,» emphasized Uliutin.

During the meeting, Helmut Schwarzer from the ILO presented forecasts aimed at ensuring the financial stability of Ukraine's pension system in the medium and long term.

The study reveals that without reforms, the Pension Fund deficit will increase due to demographic changes. Implementing systemic changes can stabilize the situation and provide a foundation for improving the pension system.

The Ministry is collaborating with international partners to develop new legislation that will update the pension model in Ukraine.

Key areas include:

  • Guaranteed basic payments for older individuals to ensure a dignified life in old age;
  • Implementation of a unified formula for determining pensions based on contributions;
  • Transformation of special pensions into professional ones for specific categories of workers;
  • Updating the accumulation system with government incentives;
  • Decent support for veterans, including additional pension payments for combat experience.
