The State Statistics Service of Ukraine aims to conduct an experimental population assessment by the end of 2025.
This was announced by the head of the service, Arsen Makarchuk, during the conference «EU Expansion: The Role of Reliable Official Statistics.»
Digitalization and the implementation of a new statistical production system are key areas defining the service's transformation today. As part of the reform, the service is preparing to launch a new statistics portal featuring integrated solutions based on artificial intelligence and plans to transition to digital household surveys.
Additionally, an experimental population assessment is scheduled to be conducted by the end of the year.
Another focus of the service is to enhance institutional capacity, particularly in restoring statistical production.
Makarchuk reminded participants that, thanks to legislative changes, business reporting in Ukraine will resume in July 2025, which had been halted due to the full-scale invasion. By mid-2026, the service aims to completely fill the gaps in statistical data.
Moreover, Ukrainian statistics are gradually integrating into the European statistical system: harmonizing methodologies, adapting legislation in accordance with the European Statistics Code of Practice, and expanding data transmission through EDAMIS.
According to the UN Population Fund, Ukraine's population has decreased by 10 million people, or approximately a quarter, since the onset of the full-scale invasion due to refugee outflow, declining birth rates, and increased mortality from the war.
