New Regulations on Transfers in Ukraine

Updated rules on transfers in Ukraine and new penalties for violators.

The National Bank of Ukraine has lifted the monthly transfer limit of 150,000 UAH, imposed in October 2024.

This information was reported by the NBU press service.

The restrictions applied to all individual accounts within one bank for transfers between individuals.

These measures helped reduce the "anomalous surge" in transfer volumes and halted the increase in payment cards observed in September-October 2024.

According to new legislation, the NBU has improved its regulation of the financial services market and increased penalties for payment law violations. A Memorandum on market transparency in payment services has also been signed, with most banks and licensed payment providers joining.

It is noted that the National Bank continues to enhance monitoring of payment operations and collaborates with law enforcement to combat criminal schemes. The Bureau of Economic Security recently uncovered a network involving over 4,000 drop persons.

The National Bank has also prepared a concept for a register of individuals requiring enhanced control, which will be sent to the Verkhovna Rada of Ukraine for further consideration in April.

The National Bank of Ukraine (NBU) has established new restrictions on foreign operations using Ukrainian bank payment cards since September 10.

From October 1, 2024, the National Bank of Ukraine will impose a six-month limit of 150,000 UAH per month (instead of the previously announced 100,000) for individual transfers "from card to card".
