The President of Ukraine, Volodymyr Zelensky, has signed a new decree that implements the decision of the National Security and Defense Council of Ukraine regarding "Further development of support programs for citizens based on ensuring the economic stability of the state and increasing control over the financial system of Ukraine".
This was reported by the news agency "Interfax-Ukraine".
The NSDC document states that the Cabinet of Ministers must assess the situation regarding international assistance to Ukraine within a month and prepare proposals for attracting additional resources at the next meeting of the Ukrainian Donor Platform Steering Committee.
Moreover, the Cabinet should take measures to fully finance expenditures in the fields of education, healthcare, and social protection, as well as take urgent steps for the implementation of import substitution policies and support for domestic manufacturers.
The NSDC also instructed the Cabinet to refine the criteria for designating defense companies as critically important. This pertains to enterprises authorized by the Ministry of Defense to perform state procurement functions in the defense sector.
Additionally, there will be an opportunity to reserve employees from heating companies, water supply companies, and waste management enterprises. They will be able to reserve up to 75% of military personnel among their staff.
The government, along with law enforcement agencies, is expected to verify the assets of individuals and legal entities subject to sanctions within three months to identify any influence these individuals or their partners may have on those assets and take appropriate countermeasures.
