New Funding Allocations for War-Affected Regions in Ukraine

The government has approved new allocations for local budgets in regions affected by the war in Ukraine.

The Ukrainian government has approved the distribution of additional funding for local budgets in war-affected territories, amounting to over 1.4 billion UAH for the second quarter of 2025.

This information has been reported by the Ministry of Finance.

According to the ministry's data:

  • 394.9 million UAH – for the Donetsk regional budget and 90 local communities (compensation for personal income tax losses);
  • 441.9 million UAH – for 113 local communities (compensation for property tax, land tax, and single tax losses);
  • 149.6 million UAH – for 77 local communities (compensation for losses in December 2024);
  • 3 million UAH – for the budget of Kalchikska village community (measures during martial law, social protection for internally displaced persons);
  • 435 million UAH – for the Chernihiv regional budget and 25 local communities (priority expenditures, including salaries and utility services).

The additional funding is aimed at supporting local budgets in de-occupied, frontline, and other territories that have suffered negative impacts due to Russia's full-scale military aggression against Ukraine, the Ministry of Finance noted.

The ministry also reminded that for 2025, a budget program for additional funding from the state budget for local budgets in affected areas has been planned, amounting to over 36.5 billion UAH, with allocations to be distributed quarterly.
