New Investments for Ukraine's Recovery

The Ministry of Communities and Territories Development of Ukraine signed agreements worth 3.55 billion euros for the country's recovery.

Following the URC2025 conference, the Ministry of Communities and Territories Development of Ukraine announced the signing of agreements, memoranda, and statements totaling 3.55 billion euros.

This was reported by the press service of the ministry.

"We received a clear message from our friends and partners: they are ready to invest in our recovery. This is evidenced by the establishment of the 'Recovery Coalition' and the signing of several agreements totaling over 3.5 billion euros," emphasized Oleksii Kuleba, the Deputy Prime Minister for Ukraine's Recovery.

In particular, the ministry:

  • signed 5 agreements totaling over 370 million euros;
  • signed 6 memoranda worth approximately 379.3 million euros;
  • issued 4 joint statements, announced 1 grant funding initiative, and received approval for funding totaling 232.7 million euros.

Additionally, the ministry signed a memorandum with the Italian Ministry of Foreign Affairs regarding insurance coverage up to 1.5 billion euros for banks on export credits.

"This opens up mixed financing opportunities for community projects – combining subsidized loans and grants, as well as purchasing Italian goods and services for recovery," the ministry explained.

Also, during the conference, 10 agreements were signed between the EU and development banks for financing recovery in various sectors totaling 929.3 million euros.

Moreover, the ministry initiated a request for 140 million euros from the Council of Europe Development Bank: 80 million euros for compensation to displaced persons for lost housing in temporarily occupied territories and 60 million euros for subsidized mortgage loans under the 'Housing for Veterans' program.

Within URC2025, Ukrainian communities and regional administrations signed several partnership agreements with European companies, regions, and organizations. The total value of these local agreements reaches nearly 200 million dollars.

Reminder:

Ukraine and the European Investment Bank signed a financial agreement for 134 million euros for the restoration of transport infrastructure.
