2025 Budget Amendments: New Expenditures and Priorities

The Cabinet of Ministers of Ukraine has approved a bill that provides for a significant increase in budget expenditures for 2025, particularly for defense and security.

The Cabinet of Ministers of Ukraine has approved a new bill that amends the state budget for 2025, aiming to increase expenditures by UAH 397.5 billion.

The bill proposes an increase in funding for several key expenditure items, especially in the defense sector.

Specifically, it is planned to raise funding for:

The Ministry of Internal Affairs by UAH 84.24 billion, totaling UAH 522.5 billion. Among the newly allocated funds, the State Border Guard Service (UAH 45.9 billion), National Guard (UAH 24.5 billion), and National Police (UAH 13.73 billion) will receive additional support;

The Ministry of Veterans Affairs by UAH 53.5 million;

The Ministry of Defense by UAH 338.2 billion. Specifically, additional funds for the Armed Forces of Ukraine amounting to UAH 114.48 billion (to be used for military personnel payments) and UAH 194.35 billion for equipment procurement and repairs are included.

The bill also establishes a new expenditure item – providing specialized equipment and machinery totaling UAH 26.54 billion. After the bill's approval, total expenditures of the Ministry of Defense will rise to UAH 1.9 trillion.

The Ministry of Education will receive UAH 5.9 billion, including an increase of UAH 4.6 billion in subsidies for local budgets for student meals.

A new expenditure line of UAH 1.5 billion for updating the material and technical base of military lyceums is also foreseen. However, expenditures under the general MONE program will decrease by UAH 191.6 million.

The Ministry of Health will see an increase of UAH 2.77 billion, particularly for medical programs.

The Ministry for Strategic Industries will increase funding by UAH 4.5 billion (to UAH 59.76 billion);

The Ministry of Digital Transformation will increase expenditures by UAH 6.43 billion (to UAH 10.6 billion), particularly for innovation development.

Overall, considering all adjustments included in the bill, the budget will rise to UAH 4.38 trillion.

Additionally, the bill provides for cuts in funding for several programs, with the largest reductions affecting the State Special Communications Service.

Prime Minister of Ukraine Denys Shmyhal noted that in the first few months of this year, nearly UAH 1 trillion has been allocated for defense, which is 34% more than last year.
