Disruption of Arson Attempt in Kyiv

The Security Service of Ukraine thwarted an arson attempt against a vital state facility in Kyiv, apprehending an agent tasked by Russian intelligence.

The Security Service of Ukraine (SBU) and the National Police have successfully disrupted a new attempt to destabilize the situation in the capital.
As a result of proactive measures in central Kyiv, an FSB agent was apprehended while attempting to set fire to the building of the Institute of National Memory on orders from foreign enemies.
To commit the crime, the suspect acquired a 5-liter bottle of gasoline, planning to stealthily enter the premises during the night.
According to instructions from Russian intelligence, he was to pour the fuel on the window, ignite it, and record the incident on his phone.
It has been reported that the occupiers intended to use this video for conducting special information operations about the supposed presence of a pro-Kremlin underground in Kyiv.
SBU operatives uncovered these hostile intentions in advance and thwarted them. The Russian agent was arrested at a hostel near the Institute, where he had settled to conduct reconnaissance and select a 'convenient' moment for the arson.
Investigations revealed that the executor of the FSB's order was a 20-year-old resident of Vinnytsia, who caught the occupiers' attention while seeking 'easy earnings' through Telegram channels.
After recruitment, he initially completed a 'control' task by destroying a vehicle of the Defense Forces in his hometown using an incendiary mixture.
Later, the FSB dispatched the agent to Kyiv, where he was detained by the SBU.
During searches, a smartphone containing evidence of his collaboration with Russia was seized.

Currently, the suspect has been charged under two articles of the Criminal Code of Ukraine:

  •  Part 2 of Article 111 (high treason committed under martial law);
  •  Part 2 of Article 194 (intentional destruction or damage to property).

The offender remains in custody without the right to bail. He faces life imprisonment with property confiscation. Comprehensive measures were conducted by SBU staff in the Vinnytsia region together with the National Police under the procedural guidance of the regional prosecutor's office.
