The Kyiv City Prosecutor's Office has announced charges against the head of the executive body of the Kyiv City Council (KCSA) and the former head of the municipal enterprise «ATP KCSA».
Their actions are classified under part 5 of article 191 of the Criminal Code of Ukraine, specifically as embezzlement of state property through abuse of office, committed by a group of individuals in collusion and in particularly large amounts.
It has been established that the suspects ordered and paid for facade renovations and other repair works in an office building on Borys Hrinchenko Street in Kyiv, which had already been removed from communal ownership and belonged to private individuals.
In total, the suspects spent nearly 1.3 million hryvnias on repairs. Meanwhile, the municipal enterprise does not even have rental agreements for the renovated premises, meaning that budget funds were used to pay for work in a private building.
The issue of choosing preventive measures for the suspects is currently being resolved.
The sanction of the article provides for punishment in the form of imprisonment for up to twelve years with deprivation of the right to hold certain positions or engage in certain activities for up to three years and confiscation of property.
Requests for preventive measures in the form of detention with the possibility of bail equal to the amount of damages have been prepared for the court.
