The President of Ukraine, Volodymyr Zelensky, has enacted the decision of the National Security and Defense Council dated April 11, 2025, which introduces sanctions against Russian propagandists and the activities of Russia's so-called "shadow fleet".

According to decree No. 229/2025, sanctions have been imposed against 59 individuals (57 Russians and two Chinese citizens).
By another decree No. 230/2025, sanctions are being introduced against 18 legal entities, primarily registered in Russia and engaged in information activities.
According to an appendix to the decree, an additional 71 individuals have been sanctioned, including both Russians and Ukrainians primarily involved in media. Notable names include Vadym Karasiov, Oleksandr Shelest, Oleksandr Sladkov, Andriy Norkin, and producer Yuriy Bardash.
In his Telegram channel, Zelensky stated that sanctions are imposed against propagandists as well as against Russia's "shadow fleet".
"New sanctions measures. We are increasing pressure on war propagandists and those who justify Russia, and together with our partners, we are blocking the activities of the Russian 'shadow fleet'. The relevant decrees are already posted on the website," the president wrote.
