Kupiansk Situation: City Closed and Civilian Threats

The city of Kupiansk in the Kharkiv region is completely sealed off, with access granted only to military personnel. There is no functioning infrastructure. This was reported by the head of Kupiansk MVA, Andrii Besedin.
"The situation is critical; the enemy still remains in the city, with reconnaissance and sabotage groups present, and a counter-sabotage operation is currently underway…
Unfortunately, Kupiansk is now closed to all services. The only ones who can enter are our military. Evacuation is extremely difficult; the only way to exit is to leave on foot beyond the city limits of Kupiansk. There our services – volunteers, State Emergency Service, police – will assist and take you to a safer location. Alternatively, you can reach out to the military for assistance," he noted.
Besedin indicated that there are currently 1,640 civilians remaining in the Kupiansk community, with 680 residing in the right-bank area of the city.
He emphasized that their lives are constantly at risk.
"This is now linked not only to combat actions but also to worsening weather conditions, and there is a complete lack of critical infrastructure: no electricity, water, or gas supply, and no social services available," he stressed, urging people to evacuate.
Besedin stated that the enemy is continuously using artillery, mortars, and tanks against Kupiansk. He highlighted that the greatest threat comes from FPV drones targeting civilians.
