New Opportunities for Ukrainians Abroad: Filing Claims in the Damage Register

Learn how Ukrainians living abroad can file claims in the International Damage Register through the Diia portal.

Ukrainian citizens currently residing abroad can register their damages caused by Russian aggression through the Diia portal or app, as reported by Ukrainian Ombudsman Dmytro Lubinets.

Access to the Damage Register for Ukrainians Abroad − Details

To file a claim, individuals must be adults, possess a taxpayer identification number (TIN), and have an electronic signature.

Currently, the Register accepts applications from those whose homes have been damaged or destroyed, as well as from family members of those who died due to the war.

Soon, claims can also be submitted under new categories:

  • forced relocation;
  • missing persons;
  • property damage.

How to Submit a Claim to the Damage Register via Diia?

  • Log into the portal or app.
  • Complete the claim form with your details and information about the damages.
  • Verify the data and sign the claim with your electronic signature.
  • Submit the claim.

The Register solely collects and records information about damages and does not make compensation decisions. The payment mechanism will be developed later.

The Damage Register Adds Category "Death of a Family Member"

The International Damage Register resulting from Russian aggression has expanded its categories and now accepts claims for the death of a family member caused by the war.

In April, at the international conference "Restoring Justice for Ukraine" in The Hague, it was announced that claims could be submitted to the Damage Register. Initially, the focus was on one category of applicants regarding damage or destruction of residential properties.

Subsequent rules and forms concerning the new categories of claims were approved. The Register will encompass over 40 categories.
