On April 14, the EU's chief diplomat Kaja Kallas urged European leaders not to participate in military celebrations in Moscow on May 9, instead calling for solidarity with Ukraine.

Direct quote: "It was clearly discussed that any participation in parades or celebrations on May 9 in Moscow would be taken seriously by the European side, considering that Russia is indeed waging a full-scale war in Europe."
Details: Kallas stated that the EU does not want any potential member of the bloc to join the May 9 celebrations in Moscow.
According to Politico, Putin has invited leaders from China, India, Brazil, as well as Slovakia and Serbia to the May 9 celebrations.
Kallas also urged all EU member states to visit Kyiv as often as possible to show solidarity and support for Ukraine.
