Leadership Changes in Transcarpathia: New Dismissals

President Volodymyr Zelensky has dismissed two heads of state administrations in Transcarpathia and Luhansk.

President of Ukraine Volodymyr Zelensky has made the decision to dismiss Serhiy Haidai from the position of head of the Mukachevo District State Administration in Transcarpathia, as well as Andriy Yurchenko from the position of head of the Rubizhne City Military Administration in Luhansk region.

The respective decrees, dated August 2, 2025, were published on the official website of the president, according to Ukrinform.

"To dismiss Haidai Serhiy Volodymyrovich from the position of head of the Mukachevo District State Administration of Transcarpathia," reads decree №98/2025-p.

Decree №99/2025-p states: “To dismiss Yurchenko Andriy Fedorovych from the position of head of the Rubizhne City Military Administration of Luhansk region."

As reported by Ukrinform, the Cabinet of Ministers on August 2 sent a draft decree to President Volodymyr Zelensky regarding the dismissal of Serhiy Haidai from the position of head of the Mukachevo District State Administration.

Following reports from the directors of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office, on August 2, President Zelensky announced the exposure of one of the people's deputies involved in corruption, along with heads of district and city administrations and National Guard servicemen.

Later, NABU and SAP specified that the case involved schemes related to overpriced procurement of drones and electronic warfare systems. The essence of the scheme involved signing state contracts with suppliers at inflated prices, where up to 30% of the contract amount was returned to the perpetrators as illegal profit.

According to media reports, one of the figures in this case is the head of the Mukachevo District State Administration, former head of the Luhansk Regional Military Administration Serhiy Haidai.
