The Luxembourg Foreign Minister, Xavier Bettel, announced that next week a Special Tribunal will commence operations in Luxembourg to investigate the crime of aggression committed by Russia against Ukraine.

“The tribunal will be established next week in Luxembourg during the meeting of the Council of Europe Ministers, where the Ukrainian Foreign Minister will present official demands,” he stated while speaking to reporters in Lviv.

In response to questions about the US's withdrawal of support for the tribunal, the minister emphasized that this initiative is from the Council of Europe.

As the US is not a member of this organization, Bettel believes that it complicates the situation geographically.

“I hope that solutions will be found next week in Luxembourg during the meeting with the president, and Andrii Sybiha is invited to attend. We will also officially present the documents for the establishment of this tribunal,” he added.

When asked by reporters if this would affect peace negotiations, the minister noted that Putin is not listening to anyone at this time.

“Even if he is captured, he continues to receive greetings in some countries that are members of the international organizations we support. They do not fulfill their signed obligations, but whether this will exert pressure is still a question,” he remarked.

It is crucial for Ukraine to gain more support, as this will assist in its efforts. Together, we will continue to work on this initiative, and I hope progress will be made next week in Luxembourg,” he stated.

According to sources from “Interfax-Ukraine,” the future special tribunal will be able to investigate cases against the so-called “trio” - Putin, Lavrov, and Mishustin - up to the stage of indictment by the prosecutor.

This means that the tribunal's prosecutor will formulate charges and issue a public statement that the “trio” is guilty of committing the crime of aggression, and the indictment will be sent to the pre-trial judge, with the process pausing while the “trio” remains in office.

Once they leave their positions, the process will automatically resume. If these individuals do not appear physically in court, the trial will be in absentia.

Lukashenko and Kim Jong-un will also be under the tribunal's scrutiny, but not the Iranian authorities. There is no legal basis for the crime of aggression by Iran, as aggression does not pertain to the supply of drones and missiles.

The top military-political leadership of Russia - Medvedev, Shoigu, Naryshkin, Gerasimov, Bortnikov, Zolotov, etc. - will have no immunities: both investigation and sentencing will be entirely possible.
